Addressing Indiscipline and Performance
The Deputy CAO tasked Headteachers to report indiscipline cases promptly and to issue warning letters to underperforming teachers before escalating matters to his office. He warned against delaying interventions, which could exacerbate problems.
Financial Prudence
Kyaligonza offered practical advice on financial management, encouraging Headteachers to invest their salaries wisely. He suggested starting businesses instead of using retirement funds for construction, emphasizing the importance of saving and investing for a secure future.

Enhanced Inspection Guidelines
Kyaligonza highlighted changes to inspection guidelines, requiring Inspectors of Schools to visit schools at least six times per term and the DEO to visit each school once per term. He urged Headteachers to be present at their stations and Inspectors to conduct thorough inspections to improve education standards.

The Deputy CAO encouraged Headteachers struggling with their roles to consider early retirement, allowing them to pursue other opportunities.
